Mar Roxas on Yolanda scandal: "Fake news 'yan. Kasinungalingan 'yan."

The misuse of funds and the lack of support to Yolanda victims have always been thrown against him and has been one of the biggest issues of his career.

Recently, as the senatorial race draws nearer, he sought to clarify his side and explain what indeed is the issue with the Yolanda funds.

Yolanda funds do not pass by him

One of the defenses of Roxas is that the funds that were donated to the country by other organization and nations, as well as the budget allocated for natural disasters, do not pass by the hands of Roxas, even though he was the Secretary for the Department of Interior and Local Governance.

According to Roxas, it was not true that he had a direct hand in the use of the funds, and that the truth is that it had to go by the finance department and not him.

"Hindi sa akin dumaan 'yung pondo ng Yolanda. Hindi ako 'yung Finance, hindi ako 'yung Treasury. Lahat ng donasyon dumadaan 'yan kumbaga sa checkbook ng bayan, hindi kay Mar Roxas," the former senator said.

All donations go through the Philippines’ checkbook, he says.

"Malinis ang pangalan ko. Maya't maya yan ang binabato sa akin. Fake news 'yan. Kasinungalingan 'yan. Walang katotohanan 'yan," he said.

Funds still unutilized

According to records and some statements from officials, the total funds meant to help the victims of Yolanda and to allow the towns to rehabilitate and recuperate have not been fully exhausted.

They say that the government released P67.1 billion worth of funds specifically for the rehabilitation of the areas that were affected by Typhoon Yolanda but only P25.6 billion of those funds were used.

Even with all this information going around, Roxas still stands by his word saying that there were no errors and anomalies in the rebuilding of these ravaged areas.

"Tingnan po ninyo, lahat ng COA (Commission on Audit) report na sumusubaybay sa aking tungkulin sa DILG (Department of the Interior and Local Government.) Ni isa doon walang sinabing anomalya tungkol sa Yolanda," he said.

Not only that, but the Commission on Audit report in 2015 also said that there was P76 million allocated for DILG’s disaster risk reduction and management activities. However, even with the numerous natural disasters that have stuck the country, only P33.07 million of it was used.

Duterte: Where are the Yolanda funds?

During the 2016 presidential elections, then Davao City Mayor and now Philippine President Rodrigo Duterte has asked his rival Roxas saying the administration is mum on how they spent the Yolanda funds.

They are silent about it. Gusto ko tanungin si Mar. Billion ang dumating sa bansa nung Yolanda, saan ang pera (I would like to ask Mar. Where are the billions of funds for Yolanda victimes?)” Duterte said.

Where are the billions of money? Saan ang pera ng Yolanda? Masagot niya yan sana maging presidente (siya). Pero hanggang ngayon walang accounting,” he added.
