Did ABS-CBN used MTRCB to strike back against Duterte?

Blog Duterte Speaks Now recently created a post claiming that Philippine media company ABS-CBN not only attacked the MTRCB, but President Rodrigo Duterte as well.

In the post, it is said that the president is vocal about not liking the media company, and it extends to say that even Duterte supporters also see the media corporation as biased and anti-Duterte.

It continues on to alleged that because of this instance, ABS-CBN could believably take advantage of anything in order to portray Duterte corrupt.



So based on the premise that ABS-CBN as biased and has the ill-intention, then it isn't a farfetched to assume that the network would take advantage of the COA report and give it a slant to make it appear that Duterte's appointees are corrupt,” it said.

According to the post, ABS-CBN’s story about COA flagging MTRCB for the extra pay towards their board members was intended to show that President Duterte appointed corrupt officials into the board, discrediting his anti-corruption stance.

It added that ABS-CBN’s report was factual but the tone by which it was written alluded negative perceptions towards MTRCB and, in effect, President Duterte.

After assessing the facts explained by MTRCB Chairperson MA. Rachel Arenas, the article pointed out that the practices done by MTRB is based on the guidelines that was created during the term of PNoy.

Another thing that the article alleges is that Chairperson of the Commission on Audit is Michael G. Aguinaldo who apparently is motivated to discredit the Duterte administration.

Ending the post, it said that although ABS-CBN’s story was not fake news, it was worse because it was slanted news.



These are the facts as explained by MTRCB Chairperson Ma. Rachel Arenas.

1. COA DID NOT ISSUE ANY DISALLOWANCE, SUSPENSION OR CHARGES to MTRCB because whatever amount that every Board Member receives is duly authorized in the budget approved by Congress through the General Appropriations Act.

2. COA only made observations and recommendations to expand the MTRCB guidelines so the agency could improve its financial compliance.

3. COA observed that some of MTRCB's accounting and financial practices were still based on guidelines that MTRCB used 20 years ago.

4. MTRCB Board Members DO NOT EARN A SALARY, they are given only allowances/honoraria.

5. MTRCB is fully compliant with the President's strict rules of transparency, accountability, and integrity.

Additional Facts:

1. As mentioned by Chairperson Arenas, COA observed that "some of MTRCB's accounting and financial practices were still based on guidelines that MTRCB used 20 years ago" which means that it started during President Joseph Estrada's time.

2. The current Chairperson of the Commission on Audit, Michael G. Aguinaldo was appointed as on 24 March 2015.

3. In 2015, Noynoy Aquino was the President.



The BIG questions.

1. Since "some of MTRCB's accounting and financial practices were still based on guidelines that MTRCB used 20 years ago", did COA also call the attention of the MTRCB during PNoy's term?

2. Is it possible that the Chairperson of the Commission on Audit, Michael G. Aguinaldo is like CJ Lourdes Sereno and Leila De Lima who seem motivated to bring down the government of President Duterte?
